The concept of digital cultural heritage and its Genesis: theoretical-legal analysis

Abstract

Subject of research are evolutionary stages in the development of the concept of “digital cultural heritage” of the global information society on the threshold of the third Millennium. Object of research – innovative culture, “digital culture” on the technological platform. The author explores the problems and the place of digital cultural heritage in international and national law. The main emphasis is on the problems and prospects of state policy in the field of culture, where due attention should be given to such concepts as “digital culture” and “digital cultural heritage”. The study showed that there can be no denial of cultural objects in digital format. In order to recognize and ensure the preservation of objects of digital culture, given the fact that over time some of it will take a worthy place in the list of objects of the digital heritage, the state needs to be taken the following measures: 1) ensure universal access to the virtual space to the objects of digital culture; 2) with the involvement of the latest achievements in the field of information technology to ensure universal promotion of national (Russian) culture in both forms, both classical and digital world in a virtual cultural space. The measures proposed by the author can serve as conclusions.
